INTERNATIONAL To work within the Montreal Protocol process as the United Nations Environment Programme assesses and possibly changes the Protocol. To encourage the use of HCFCs and HFCs where they are feasible and effective alternatives to ozone depleting CFCs.
The Alliance will monitor and participate in international efforts concerning technology transfer
and any trade implications that arise from the Protocol's implementation. The Alliance will
FEDERAL LEGISLATIVE AND REGULATORY To monitor and advocate the industry's positions in Congress, and communicate with members of Congress and their staffs. Congressional activity may include further taxes on ozone- depleting substances, acceleration of the HCFC phaseouts, use restrictions on particular indus- tries, Clean Air Act reform, and analysis of climate change. To monitor and advocate the industry's positions at the federal regulatory agencies. Regulatory activity may include new EPA regulations, reports, and guidances to implement portions of the Clean Air Act dealing with the CFC and HCFC phaseout; CFC, HCFC, and HFC recovery, recycling, and reclamation; emissions reduction; labeling; nonessential uses; a safe alternatives policy; and global climate change. STATE AND LOCAL To monitor and advocate the industry's position at the state and local level to ensure that ozone protection and global climate change policies are consistent with federal and international regulatory frame- works. The Alliance will coordinate industry response, testify at public hearings, submit written testimony, and educate legislators and their staffs. PUBLIC EDUCATION To educate and inform policymakers at all levels of government, the media, the general public, industries, and trade groups. The Alliance will continue to support the research and development of alternative technologies, substitute compounds, reduced emissions, and reduced CFC and HCFC usage. CONFERENCES To continue to sponsor the annual Earth Technologies Forum. The most recent conference attracted over 800 participants from 30 countries. The Alliance also sponsors regional conferences addressing ozone protection and global climate change. |
